This adjustment is necessary because exceptional cases may arise in various aspects, including the age and country of origin of potential EC members, the number of people from member organizations, and so on.
Of course, it is essential to strive for the most inclusive composition of the Executive Committee. However, it is equally important to retain the possibility for the General Assembly to respond to exceptional cases when necessary.
