R-INT1: The resolution linked to the new IRPs – election to the Oversight Committee and Council of Members in 2026
Resolution text
According to the proposed new Internal Rules of Procedure, two new bodies: the
Oversight Committee (OC) and Council of Members (CoM) are introduced.
The General Assembly recognises that the election for the positions designated
in these bodies can not take place at GA 2026, as the election procedures were
not defined in IRPs nor Statutes valid as per 11.02.2025, i.e. the deadline for
registration of candidates.
To allow OC and CoM to start work in 2026, the General Assembly decides that:
- The members of the OC for the term 2026-27 will be selected by the
Executive Committee, at the latest, 90 days after the GA.- It is interpreted that the OC is constituted at the moment of

- The changes in Statutes related to the OC and CoM will be prepared and
voted on at the 2027 General Assembly. The OC and CoM will have their
legal basis and authority derived from the IRPs and this directive.- The GA explicitly restricts these bodies to make any descisions
regarding the legal inetrpetation of the Statutes and the procedures
stipulated in the Statutes until changes are approved by the GA
session in the year of 2027.

It is noted that this directive can only be valid in case of approval of the new
Internal Rules of Procedure.
Reason
Holding elections for newly introduced bodies would be contrary to the democratic principles of transparency and equal access to candidacy. At the same time, the lack of any transitional solution would prevent the bodies from starting the operations next year. Therefore, EC propose a temporary transitional solution.
